Job mission

Under the authority of the Registrar of the Court, the incumbent will be responsible for advising and informing the Grand Chamber and the Sections of the Court on case-law matters, and for managing and supervising the activities of the Directorate of the Jurisconsult notably the research, case-law information, publications and library sectors.

Key activities

The incumbent performs all or a combination of the following duties:

to advise and inform the Grand Chamber and the Sections of the Court in accordance with Rule 18B of the Rules of Court on the case-law and its developments, and to monitor the draft decisions and judgments submitted to the five Sections with a view to assisting the Court to ensure the quality and consistency of its case-law;
to ensure high level research on international, national, comparative, European Union and ECHR law, notably for the purpose of pending cases, and to enhance the dissemination of information about ECHR case-law, both within and outside the Court;
to provide the director-level management of the research, case-law information, publications and library sectors of the Registry;
to maintain working relationships between the Court and other European and international courts and institutions;
to oversee the functioning and further development of the Superior Courts Network;
to sit in the Grand Chamber in replacement of the Registrar when necessary;
to participate in or contribute to, as appropriate, the Court’s various working parties and Standing Committees;
to participate in the collective upper management of the Registry and generally provide assistance to the Registrar of the Court when necessary.

Eligibility Requirements

Only applicants who best meet the following criteria will be considered for shortlisting:

Qualifications:

university degree in law obtained in one of the Council of Europe member states.
Experience:

wide experience in the field of law and thorough knowledge of the procedure, practice and case-law of the ECHR;
extensive professional experience of the functioning of national or international judicial institutions;
experience of administration and management at senior level, particularly in regard to the management of staff.
Language requirements:

very good knowledge of both official languages (English and French);
highly developed persuasive communication; can express oneself, make presentations and draft clearly and convincingly in English or French;
knowledge of other European languages desirable.
Nationality:

nationality of one of the 47 Council of Europe member states.
Age:

under 65 years of age at the closing date of the vacancy notice.

After the preliminary selection has been made, candidates for senior management posts (grades A6 and A7) at the Council of Europe will be subject to a competency assessment.

Candidates may be invited to attend interviews.

The appointed candidate must be a national of a Council of Europe member State. In accordance with the Staff Regulations of the Council of Europe, staff shall retire on reaching the age of 65.

If an external candidate is selected, he/she will be appointed on an initial two-year contract, constituting a probationary period. If successful the appointment will be extended for one or more periods varying in length between one and five years.

If an internal candidate is selected, he/she will be initially appointed for a trial period of two years. If the staff member is confirmed in his/her post at the end of the trial period, he/she shall be re-appointed for three years. At the end of the period of five years, he/she shall be either kept in post, or assigned to another post at the same grade.

The Council of Europe aims at filling the post as from 1 February 2018.
